Lucila Alvarado was born in Edinburg, Texas on November 12, 1965. She graduated from Pan American University in 1989 and attended law school at the University of Houston. She was admitted to the State Bar of Texas in 1993.

She is a member of the Cameron County Bar Association, Hidalgo County Bar Association, American Bar Association, Texas Association of Defense Counsel and the Defense Research Institute.

Lucila Alvarado is fluent in English and Spanish.
