Raul De La Garza was born in Matamoros, Tamaulipas, Mexico on July 6, 1988. He graduated from the University of Texas at Austin in 2010 and attended law school at the Indiana University-Maurer School of Law. He was admitted to the State Bar of Texas in 2013.

He is a member of the Hidalgo County Bar Association, Hidalgo County Young Lawyer Association, Texas Association of Defense Counsel, and Defense Research Institute.

Raul De La Garza is fluent in English and Spanish.
